Which fits my needs, pages or posts?

Hey, I am fairly new to WordPress, but I have fairly extensive knowledge in website development. I am working on developing a local directory website and blog and I do not want to use a directory theme or plug-in because I want more control than they allow.

On my site, I will have the directory pages, where each company will have a free profile or can upgrade to a paid profile. When people search the site and see listings of the companies within categories, I want the paid listing to appear on the lists and search results first. What is the best way to accomplish this? I looked into some sticky plugins and they only allow one post to be sticky per category. I could really have an unlimited number of companies that upgrade and need to be listed before the unpaid listings.

Then, should I make these directory listings as posts or pages? I like the idea of making them pages because then I could add tags and categories, but I want them differentiated from my actual blog pasts where I discuss different topics.
