    I tried to look into the Czech version of .po file wp-members-cs_CZ.po, but there is no string e.g. for “Forgot username? Click here”.

    Where are these strings stored? Also some translated phrases are not translated well into Czech, but they are not in the .po file as well.

    The translation files that are included in the update are no longer maintained as the plugin is now part of the wordpress.org translation project (http://translate.wordpress.org)

    The string you mentioned (“Forgot username? Click here”) is new in the most recent version and is not in the legacy translation.

    The legacy files are still included for the time being to fill in the gaps until there are complete translations on translate.wordpress.org.

    If a language pack from the translation project is available at 100% (which Czech is not), it will download automatically and the plugin will default to that language pack. If that language pack does not exist, it will use the one that downloads with the plugin.
