Only 15 show up in your dashboard? The themes that show up in your dashboard should replicate the themes available on WordPress.org: https://wordpress.org/themes/
The fifteen themes that you see on the WordPress theme repository page are the currently “featured” themes. There are literally thousands of themes in the theme repository. If you click on the Popular link on that page, you’ll set over 2,000 themes listed, if you click on the Latest link, over 4,000 themes are listed. You may find the Feature Filter useful in picking themes that fit your criteria.
Login to your WordPress.
Go to Appearance -> Themes
Click on add new.
