Where is it?

I hope I don’t get flamed for this but it has taken me the better half of my day off and I still can’t find it 🙁 I want to add a plug in but in my dashboard under Appearance where judging by all the screenshots I’ve seen, the plug ins section should be, there is nothing? I just have the usual themes, widgets, menus, backgrounds and so on options but no plug ins…why can’t I see this option please?
