Where is CSS loaded ?

I’m having difficulty after changing my CSS. WordPress is caching my CSS file and it’s not up to date with my new changes.

I read this : http://www.brentmountford.com/tips/wordpress-css-not-updating/

But I cannot see where you are loading the main CSS….

So I would like to implement that solution, if you could help please ?
