 * Still there. If you’re not seeing it, it’s either a plugin conflict, or your 
   theme disallowed it.
 * Or you’re on MultiSite 🙂

 * yes I on MultiSite but not using. how can solve this ?
    one another problem is,
   there are hide or disable delete link in plugins page.

 * You’re either using MultiSite or you’re not. There is no way to be ON it without
   using it.
 * And if you are on MultiSite, then it’s in the Network Admin.

 * normal behavior in a network. single adins can;t delete plugins, only super admins
   can from the network menu.
