When setting options via wp-config.php some options become unavailable

I am setting the API key and domain in the wp-config.php because I am using it with a wordpress network.
The problem is that when you do this the settings page in admin no longer becomes available so you can no longer select click tracking or open tracking settings.
The only way to change these settings s to remove the values from wp-config.php then edit in control panel and then re-apply the wp-config.php settings.
I think this needs a rework. Either let us set everything in wp-config or give us access to settings page.
