When does the permalink stop updating?

    I had previously thought that the permalink updated (to reflect headline changes) every time you hit save until you scheduled or published a post.

    However, I see on my sites right now that the pending status locks the permalink (it no longer updates to match headline changes when hitting save). I can still manually change it, but it doesnt auto update.

    This is tested on multiple sites. Is this normal? Is this new? How have I never noticed this before?
