When centering, new paragraph breaks do not appear

When centering my text the text in a post using the default editor, new paragraph breaks do not work, and simply act as a new line. Sometimes I need to open up my post with the HTML editor and add in “&nbsp” to a couple of new lines to create a new paragraph, but this does not always work. I am using the “anarchy” theme, if this is a theme related problem.
