When adding new users, registration email arrives, but password email does not

I was setting up a fresh wordpress site.

If I add a new user as a subscriber, the “new user registration” email arrives, but the “your username and password info” email does not. The email doesn’t appear to have been caught by a spam filter or junk mail folder.

If I create a new user on another wordpress site on the same server that has been upgraded to 4.4.2, both emails arrive.

Is there something I’m missing, is there a possible configuration issue somewhere, or is this a bug?
