what’s new in wordpress-2004-02-24 built ???

Less installation errors during a new install for me, anyway ^^
And it finally accepts the characterset you tell it you have. Didn’t work for me first time. And it has that attempt at an automatic install.php when you go to the index page at the start. It used to have just the tip for the manual change of wp-config-sample.php.
