 * `login_enqueue_scripts` is an empty hook that was added to WP 3.1. It is not “
   defined” anywhere else though but it doesn’t have to be. It was probably added
   for development flexibility, so that developers could separate scripts from the
   rest of the login head. This is guess work on my part though, since I could not
   find any other concrete information about it,
