It does exactly as advertised: allow WordPress to update Plugins automatically.
The functionality is offered in core, but is disabled by default. The Plugin simply filters the core behavior to enable automatic Plugin updates.

Searching WP 3.7.1 for hooks:
auto_update_plugin
auto_update_theme
…gives 0 results. So as far as I can tell, those settings do nothing.

You’re searching for the wrong hook name. The filter is applied as auto_update_$type
So as far as I can tell, those settings do nothing.
I’ve already watched Plugins update automatically while returning true to auto_update_plugin.
