Weird admin bar after latest update

After the latest update my site got hit with a weird admin bar at the top. This bar shows a link to wordpress.org + documentation when not logged in.

Issue 2:

Previously I had the admin bar hidden via plugin. The plugin stopped working. Then I hard coded it into the functions.php file. Still not working.

Any ideas? I want to hide all admin bars unless an admin user is logged in.
