Weight based shipping inop following upgrade

    Hi,

    Wp Ecommerce version 3.8.14.4

    I am working on a dev site at the moment which has been upgraded from wpec 3.8.9.5 and wp 3.51.

    I was able to do a progressive upgrade using the following wprc versions:

    3.8.10
    3.8.12
    3.8.13.2
    3.8.`3.3
    3.8.14.1
    3.8.14.4

    The above were the only old versions I could find.

    Anyway now to the problem, we have weight rate shipping set up and enabled and also have an international surcharge set up on every product, this all worked fine prior to the upgrade.

    What we have now id that the local weight rate shipping charge only shows if you are logged in, when logged in all is good.

    However when not logged in which would be normal, only the international shipping surcharge shows.

    Can anyone point me in the right direction please to get this fixed.

    Update, I have deactivated all plugins apart from wp-ecommerce and have changed it to use the 2014 theme, problem i still the same.

    Just been and rechecked my settings:

    store > general base country set to United Kingdom

    store > shipping – use shipping enabled – Shipping modules – only weight rate checked and all weights/prices entered and updated

    It appears that the system is taking no notice of the base country settings.

    If I add a product and go to the checkout and select United Kingdom from the country drop down list I get a shipping cost of zero, if I select another country I get the international surcharge show up
