Use FTP to verify the file is actually there and is roughly 5kb in size. If it is not or is a dramatically different size, you should replace all of your core WP files. Follow the steps in this section: [http://codex.wordpress.org/Updating_WordPress#Step_1:_Replace_WordPress_files](http://codex.wordpress.org/Updating_WordPress#Step_1:_Replace_WordPress_files). * If the file looks OK, verify that it has 644 permissions (using your FTP client) and the widgets folder has 755 permissions. If not, make note of the current permissions, then change them to the values noted and see if that resolves the issue.
