Website Layout

Hi
A few years ago I was the admin of a website developed by others. It was hacked and discontinued. I have decided I would like to attempt to recreate the website myself.
I know what I want to put on the site and also how it should look. It is this aspect that is confusing me. How to establish the layout I want.

I am using the default theme twenty seventeen. Am I correct it assuming that a theme is basically a series of pages and posts? How do I move these into a particular position on the website? How do I position menus on a menu bar?

I have tried to find this info from books but I have not had much success.

Any help pointing me in the right direction will be appreciated.
