web hosting and configure email services

i’m about to start job board website, i have selected theme and all necessary plugins. now i realized i have to do something for email handling. Here are few questions:

1) do i need special hosting (VPS) to send over 2000 email/day?

2) is there any plugin that can handle email management?

3) what is preferred way to secure email messages?
