What versions of WooCommerce, Jetpack and WooCommerce Shipping & Taxes are you currently on? When testing on my own site, I am not able to replicate this:

Let’s also make sure this is not a theme or plugin conflict.
First, backing up your live site before any testing and updates is highly recommended. If you would prefer not to do testing on your live site, first make a back up of your site, then create a staging site using this plugin WP Staging. This creates a copy of your live site where you can make tests without affecting your live site.
Temporarily switch your theme to one of our default – Storefront or Twenty Nineteen, then deactivate all plugins except for – WooCommerce, Jetpack and WooCommerce Shipping & Taxes. If it shows correctly, then it’s a theme or plugin conflict. Reactivating each plugin one at a time, then see if the issue pops up again will tell us which plugin is conflicting.
It will be great if you could share your current System Status Report. You can get it by navigating to the WooCommerce > Status section of your site. Once there, click on the Get system report
button and then copy it by clicking on the Copy for support
button. Then paste it here in a reply.

I am getting duplicate “A province is required for Canada” and “A postal code is required for Canada”. I have seen both of the messages repeated up to 9 times each. It will happen when I clear my cache and cookies and then add something to the cart and then view the cart. It seems to be showing it 1 + (the number of separate items in the cart) times.

It looks like this could be a different problem. Could you please create a new thread and post a link to your site as well as a screenshot of the error?
The latest version seems to have fixed my problem.
