Was my WordPress Multisite .htaccess file hacked!?

I was getting a redirect loop which is not allowing me to access my root network admin dashboard or ANYTHING in the network admin panel or area and I opened .htaccess and this is what the code is looking like right now! Help please! Does this look suspicious!?
