 * Might deactivate that plugin (twitterfollowbadge) and then reupload it.

 * You’ve got whitespace or BOM(Byte Order Mark)in your twitterFollowBadge.php.
   
   Make sure there’s no extra line at the start, before `<?php`

 * Delete the twitterfollowbadge plugin via FTP (keep a backup if you need to). 
   Next time the page loads WP will notice that its missing and deactivate it.
