Vote for 1 photo only in an album

I have changed to the “vote for me” system instead of the 5 or 10 star system. Works much better for what I am trying to do. I run a photo club and we have a monthly photo competition. We can ask people to vote for only 1 photo but I have found that people don’t always read the instructions.
Is it possible to limit logged in users to only be able to vote on 1 photo and 1 photo only per album?
