Visual Editor Not Appearing upon Upgrading to 3.2.1

I checked the support forums and tried all I could think of to do but still having the problem of the visual editor not appearing on my posts and pages.

I deactivated all the plugins, no luck.
I changed themes, no luck.

Bluehost is my webhost, PHP verison 5.2.17

I’m stumped, can you help?
