Visibility of custom plugin's submenus

Hi good day to all,

can i ask what is the hook, or is there a code to make my custom plugin visible to other users, for example i have created a custom plugin called lens, it has top-level and sublevel menu, how can i make this plugin visible to other users??? i’am using a plugin called user access manager but even in capabilities my plugin doesnt exist i have, add new sub level page and view all sub level page.
