 * It depends from the plugin which adds such action link, if it uses something 
   special. Usually, similar links under user row are protected by ‘edit_users’ 
   WordPress built-in capability.

 * According to the quick look at the older version 1.2.1 source code of BuddyBoss
   plugin, ‘View As’ link is available to user in 2 cases:
    1) if he can ‘switch_users’
   capability; 2) if he has ‘edit_users’ capability and (has permission to) edit
   the selected user.
