I think that depends on your video size, sometimes that happens to me too but once you let the player download everything, it should work. just let your player play for couple mins and see what happens.
I have the similar problem with youtube videos.
They show but never start playing. Just hang there for a few seconds as static picture.

I’ve read somewhere, unfortunately I cannot remember where it was, that the Raspberry PI3 has simply not enough power to play videos in the foyer presentation and is therefore not recommended. Maybe this explains why it works in a desktop browser instead.
Perhaps in this case the new PI4 would be a better choice, but I don’t know for sure.

Note: There are many Kiosk Mode apps for Android and I found many that work, but some will not autoplay the videos. The one I have listed above is tested and works 100% and autoplay without a hitch.

In general:
Chrome and Chrome based browsers (Chromium?) sometimes block videos from auto playing. You might want to try these solutions (option 1 and 2 to start with):

About the Raspberry Pi:
My own experience with Raspberry Pi (3) is that it is not powerful enough for YouTube or MP4 video within Foyer slideshows. Videos won’t play or skip many frames. Not sure about the newer Pi 4. See this FAQ:
