Vertical bar going to top

Hi,

I have been searching for the answer to this, but may be using the wrong terminology. Is there a way to make the vertical floating bar remain in one place while you read a blog article (and stay visible in its position to the left of the content)? As of now, it hits the top of the screen and follows the user, but I think it would look better if did not move. Thanks for any help that can be provided.
