Why are you using aqua rate instead of standard? Products would need to have aqua tax class to be taxable.
Thats me testing other options… Have used the standard class and still was not working
Set it back up as standard, including the product. Ensure you input a SA billing address during checkout to see if it updates with tax.
If not, rule out plugins, such as WooCommerce Currency Switcher
