 * That’s how variations work – you need to select all of them.
 * What you need is a single variation for Installation and have each County and
   price in that.

 * So the product would still be variable? not simple product? and I create 8 attributes(
   each County with price) and then one variable (installation)? or reverse – one
   attribute (Installation) – excuse my confusion and thank you!

 * Yes, still a Variable product.
 * You would have one Attribute – Call it Location for example – with each County
 * Then in Variations you would create all of the counties with their price.

 * Here’s a more visual example:
 * Attributes – [https://d.pr/i/1CaYN6](https://d.pr/i/1CaYN6)
 * Variations – [https://d.pr/i/Eb6mJl](https://d.pr/i/Eb6mJl)
 * You would then define the price within each variation assigned to the applicable
   county.

 * Thanks, most useful, one more stupid question, is the divider used between counties
   a capital i?

 * Not quite [@cajenkins8](https://wordpress.org/support/users/cajenkins8/) – here’s
   a copy:
 * `Frederick County | Washington County | Carroll County`
 * It’s referred to as a vertical slash (typically).
