USPS is not shown as a shipping method

I have 3 websites A,B,C using woocommerce and woocommerce services.
The website A is ok working. But B and C don’t.

When I try to choose USPS as a method, it doesn’t show up.
I reactivated the jetpack, made sure to put the credit card number, made sure all the setting to be same as site A, but doesn’t work.
I don’t need to buy shipping label either. It’s strange, when I set it up for A, it was much simpler. That was about 2years ago.
This plugin doesn’t work wnymore? please advise.
