USPS Extension Issue

So right now I only have flat rate shipping enabled, so it’s easy. No calculations, doesn’t matter how much you order or where it’s going, I have it at a set price. But I cant seem to do that with the express flat rate shipping. How do I add the express flat rate with a set price, just like I did with the regular flat rate? Just enabling it under the “usps” tab doesn’t work because it wont let me put it a flat rate, it throws out these crazy high numbers to people depending on where they are and what they order, etc. How do I get the option on the “flat rate” tab to just also add the express flat rate, and give it it’s own set price just like normal flat rate? Or how do I do this in some other way just as long as it achieves the same goal.
