Using url shortcode for hyperlink

when i use the short code [rwmb_meta meta_key=”meta_url”], the url does show but as a text line. Can i use this short code to show out as a hyper link or putting it in a button, not just show out the text?
I tried to use:

<a href="[rwmb_meta"> Click me </a>

But it doesn’t work. From what i read i have to write out a new function or new short code for this to work, but i don’t know how to write it.
