Using a Portion of Coupon/Gift Card/User’s Wallet depending on order amount!

Heya
I wanted to implement a feature through which a user can use a coupon code/Gift card which could only be used if the Order is above a specific price , and only a portion (50%) of the gift cards value can be used on the Order , wasn’t able to find any plugin for this will be great if someone knows a way to achieve this , Or if anything can be done with some plugins which allow User’s wallet to allow a 50% of the wallet money to be applied on a single order if the order is above specific amount!
