There must be 3 users assigned to the site, although the users listing says 3 items (in the top right above) the list is empty. When I check the users on network level the users are visible in the list. If I want to add a new user, the rule option setting is not working on this site. This issue does not appear on the other sites within the network. * I deactivated all plugins and changed to the default wp template. But none of these changes made the issue disappear.
