Users forwarding a campaign style letter from a choice of emails

Hi,
I’m looking to fix up a site for a community organisation that wants users to be able to select from a list of email addresses to send campaign letters on issues.
I’ve had a play with the different free form builders and nothing seems to be quite what I need.

What I need to do is have a field where users can put in their own name, email, etc.
– add it to a pre-written letter (or newsletter format, etc.)
– and then select from a choice of email addresses of council members, etc. – ideally from a drop-down menu but will settle for anything straightforward
– and then send it to the selected email address.

Is there anything like that around?
