Users and editing rights; Help Requested

I want to have one of the registered users on our Union membership site be able to post the monthly safety meeting minutes on a page.

But I do not want this user to have the rights to edit any other page. Can this be done?

I was hoping to be able to have a separate Blog from the main sites Blog that only he could use with an Archives widget that only references the meeting minutes.

Any help would be appreciated.
