User Roles not working as expected?

The user role of “Author” is supposed to be “Somebody who can publish and manage their own posts”. Assuming that posts works for pages too, that doesn’t seem to be how mine is working.

I wanted a specific user to be able to edit only one particular page so I changed the author to his username. His name is now listed as the author of that existing page. Yet when I log out and test that user, “Pages” doesn’t even appear on the menu of his dashboard. WTF? Shouldn’t he now be able to edit that page that he is now listed as being the author of? (As a footnote: he is now able to edit any blog post, even though he’s not the author of any)

I’m confused as to why this function doesn’t work as I’d expect it to. If you say this is normal because he didn’t originally author that page, then than just won’t work for me. If I need to find another solution, does anybody have any suggestions? I tried a plug-in called Role Scoper but it was totally overkill. All I want to do is assign certain users to be able to edit certain specific (and already existing) pages.
