Coming from Drupal where you have almost INFINITE granular control of users, groups and permissions (roles), WP is a bit, ummm, dumbed down, shall we say?
Drupal is made for almost anything from Enterprise sites to full blown pro publishers and so of course this is expected.
Wp, on the other hand is not really meant or designed for multiple users / roles, at least not as of yet anyway.
I have several sites that require me to hand the site off to Advanced Editors / Admins that need some control (particularly of certain plugin capability) but NOT full fledged Admin access.
The standard Editor role was WAY too minimal (could not even SEE the necessary plugin capability, much less edit items).
The full Admin role would have been overkill (and dangerous) for simple Editors to have access to, so something in the middle was required and User Role Editor handled this PERFECTLY~!
Highly recommend you give this a try if you need similar altered / augmented user role capability for any of your sites.
