 * Is there any Plug in where user can register before posting comment. I searched
   but can’t find any Plugin or Option in WordPress. It’s very urgent Please help
   me out

 * um, isn’t this part of the WordPress application already? If you set “anyone 
   can register” and the other writing/discussion/reading/misc options, then users
   can register and comment per your settings…
 * Unless you are wanting something else? Why would you not just use the built-in
   registration functions?
