User permissions for plugins

Hi there

I have multiple plugins on my website e.g. connections, gallery, polls. I want my user who is currently an editor to be able to access the settings to all of my plugins. At present he can edit a few of them but not all. Where in the configuration of a plugin does it specify the user level required to use it? Which file is it?
