I have nearly the same problem.
In my case users get logged after the second try. After the first one they get redirected to the login page again. The problem suddenly came up a few days ago.

Me too! Just a few days ago when it was working perfectly.
I deducted that it was being caused by two plugins, Google Site Kit and WP Rocket. Google Site Kit I can do without, but the WP Rocket I want to keep. Do you have a optimization plugin?
I am going back and forth with WP Rocket (best customer support) and they will surely find me an answer that I will share with you if optimization plugins is your case.

On our test with the plugin, we have not encountered these issues on our side. This could probably be occurring due to the plugin conflict like @cassiawatts have deducted. I am sure that there’s something to do with the optimization plugin.
To make sure that some other plugin is causing the conflict, please deactivate all other plugins except User Registration and see if the issue is still there. I am pretty sure that there would be no issues. Next, activate the other plugins one by one and keep checking for the issue at the same time too. It will let you know the conflicting plugin.

I tried what you’ve suggested but unfortunetly it didn’t work for me. Even with all plugins deactivated except User Registration. For me it feels like there is some kind of redirect issue. If I just deactivate User Registration and use the core login instead it works.
My setup: WordPress 5.4.1 + OceanWP + all plugins updated + no caching or optimization running
I have my WP Rocket deactivated and its actually still doing it, too, except this time only redirecting twice instead of 3 times.

@axmann I am taking this issue over to WP everest. Even with my optimization plugin uninstalled, I continue to get the error so it is definitely a user registration issue. I can let you know what they say when they respond to me if you would like.

The issue has been fixed on your site. The issue was occurring due to a plugin conflict. The name of the conflicting plugin is “Head, Footer and Post Injections “. Currently, the plugin is deactivated on your site and everything is working fine.
