 * is there a way to add something that allows users to define how many posts per
   page they want to see?

 * Hi,
 * There is no plugins for users can select the posts per page display. It must 
   be the set by admin for the blog and its comman for alll users. But you can set
   post per page different on different pages. For that refer thes plugin:
