User created content with a twist, plugin available?

I need a solution for my website were the users of the website are able to create content that will be published of the site. It requires the following features:

• When a user creates the content on my website, he or she work within the look and feel of the site. Not in the back-end or WP dashboard. Meaning that the user goes to his account environment and starts editing or creating new content items from there.
• What’s make it possibly difficult is the folowing requirement. The content items that me users are able to create or edit are of course pre-deffined by me, but the user is able to add or remove specific blocks within the page or item. See Visual example
• The content pages created by a user is only editable by that user, but visible to all users of the site.

Is there a plugin available that provides this kind of functionality?
