is there a way to have wordpress open for others to make their own blogs?

say if you wanted to let people do their own blogs for others to see

Yes, but only if you use one of the methods listed here: http://codex.wordpress.org/Installing_Multiple_Blogs

You’ll probably get the best results from WordPress MU: http://mu.wordpress.org/

For a few example of WordPress MU, see: http://www.wordpressblogs.com/ and http://www.blogsome.com/
