 * Trying to give a non administrator access to be able to create galleries but 
   each access level i try the gallery plug in is not available.

 * There’s an option for that in Premium version of Photo Gallery. If you go to **
   Photo Gallery** Options > ** Advanced ** > ** Roles **, there is a setting titled
   Roles. There are four Roles: **Administrator**, **Contributor**, **Editor**, **
   Author**. For example, if you set it to Editor, all your Editor users will have
   access to the plugin.
