Use scroll-margin-top if set?

These days, many themes have fixed headers, so the top of the page is covered. When clicking the TOC entry, this isn’t taken into account, so the heading line and maybe some of the following text aren’t visible.

A CSS attribute, scroll-margin-top, is intended to compensate for this when using anchor links. Could you please have your plugin also take it into account when setting the scroll position?
