URLs within Terms and Conditions Follow-Up

As a late follow up to the issue [1] it seems to have to do with the double quote html encoding that breaks URLs. The following seems to fix the issue for me:
$terms_page_content = str_replace (‘”‘, “‘”, $terms_page_content);
instead of:
$terms_page_content = str_replace (‘”‘, “"”, $terms_page_content);
