URL Shortening Services List

The url shortening service check seems to be checking email addresses of users. We’ve just had a legitimate user be greeted with Challenge & Deny (reason: t.co in author). Their email domain (a public isp) is @btinternet.com. I don’t recall this being an issue before – is the check supposed to match partial email addresses? Can the check be refined without jeopardising security?
