URL not working in some browsers

I have a url pointing to some info on a site. And in some browsers its not working. On a windows 7 pc with IE 9 and latest Firefox the url wouldnt work, it redirects to the home page. I rolled over the link to see if the url is broken and it shows the correct address. Why would it work on some machines/browsers and not others? Here is the url to a page that has the link-
