Upload a file to a user without the capability "Manage Options"

I would like to create a “Manager” Role with User Role Editor plugin and allow this role to upload files to a user without being an Administrator

The problem is the upload buttons are not showing until I give the “Manage Options” capability to the role. This capability has too much power and a new capability should be added to allow user file uploads to some role instead, don’t you think ?
